DISTINGUISHING FEATURES OF THE CLASS

The Assistant Director of Administrative Adjudication is responsible for the day-to-day operation of the bureau.  The incumbent assists the Director of Administrative Adjudication in carrying out specialized services of the office.  The incumbent is responsible for supervising and creating policies for the bureau office staff and instructs authorized personnel in the procedures and guidelines as they apply to performing administrative hearing.  Immediate supervision is received from the Director of Administrative Adjudication who is an attorney and Chief Administrative Law Judge of the bureau.  The incumbent exercises independent judgment in the planning and coordinating the activities of the bureau.  Supervision is exercised over clerical personnel and Ordinance Compliance Officers assigned to the bureau.


TYPICAL WORK ACTIVITIES

  • Assists in developing procedures and policies in establishing an adjudication process for violations of codes and ordinances for the City of Buffalo;
  • Supervises the preparation of  hearing dockets, data entry, data filing and communication between enforcement agencies and the Administrative Adjudication Bureau;
  • Coordinates appearances at hearings of witnesses, ticket writers, police officials, attorneys, etc. and makes sure all evidence supporting summonses is available at hearings;
  • Coordinates the efforts in confidential investigations where protected informants are being used;
  • Conducts on-the-job training and instructs authorize personnel on the laws, ordinances and procedures pertaining to administrative adjudication;
  • Interviews respondents who wish to contest tickets and exercises independent judgment and authority in proper handling of contested tickets;
  • Handles complaint calls from residents and city officials as to code violations and coordinates enforcement efforts, including supervising investigation into alleged violation and conducting interviews with witnesses and complainants;
  • Records investigations and research work performed by ordinance compliance officers and informants relative to code enforcement
  • Processes ticket dismissals and responds to mail requiring special handling;
  • Attends hearings and assists the Administrative Law Judges in proper issuance of hearing and in presenting pertinent information at hearings;
  • Supervises the processes of referring a violation from the administrative enforcement agencies to the Administrative Adjudication Bureau for hearing;
  • Performs follow-up work such as initiating judgment against defendants as it is required by law;
  • Acts as a liaison on behalf of the Bureau of Administrative Adjudication in regards to business involving the Common Council, the administration and City Court;
  • Maintains accurate records of hearings and results of same;
  • Performs related work as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Thorough knowledge of the principles and practices of office management;
  • Good knowledge of business administration;
  • Working knowledge of the geography of the City of Buffalo;
  • Ability to draft and formulate legislative resolution to introduce new and amended laws;
  • Ability to understand and interpret comprehensive codes and ordinances of the City of Buffalo;
  • Ability to organize, assign and coordinate the work of the bureau;
  • Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS


(A)  Bachelors Degree from an accredited college or university in Business Administration

OR

(B)  Associates Degree from an accredited college or university (any major) and two years  of full time office management experience;

OR

(C)  Graduation from High School, GED, Equivalency Diploma and four years of office management experience

OR

(D)  an equivalent combination as defined within the limits of A through C.
