Distinguishing Features of the Class
The Assistant for External Affairs works within the Department of Citizen Services and the 311 Call and Resolution Center to communicate information to community organizations, auxiliary groups of the Division, and other entities or individuals impacted by citizen participation and public safety initiatives.
General supervision is received from the Division Head, with considerable leeway allowed for the exercise of independent judgment in planning and carrying out activities.
Typical Work Activities
Coordinates aspects of special citizen services events as they relate to various City of Buffalo departments.
Performs clerical and administrative duties related to the dissemination of Citizen Services information, policies, and maintenance of the events calendar.
Researches, analyzes, and evaluates data, information, and national best-practice models to enhance service delivery to the citizens of Buffalo.
Represents the Division of Citizen Services and the 311 Call and Resolution Center at community events throughout the city, providing technical assistance as needed.
Assists in the preparation of departmental reports for and from the Director of Citizen Services.
Performs related duties as required.

Thorough knowledge of the programs, organizations, laws, and ordinances governing City operations.
Good knowledge of citizen engagement processes and programs within the Division.
Good knowledge of publicity and public relations principles, methods, and techniques.
Ability to plan, schedule, coordinate, and facilitate public or recreational meetings.
Ability to express ideas clearly and concisely, both orally and in writing.
Ability to establish and maintain effective working relationships with public and private agencies, community organizations, and other stakeholders.
Ability to maintain positive and professional relationships with diverse community groups.
Self-motivation, tact, courtesy, and willingness to work irregular or extended hours as required.
Physical condition commensurate with the demands of the position.
Minimum Qualifications
A. Bachelor’s degree from an accredited college or university (any major) and two (2) years of full-time experience in special events coordination, event planning, community or group organizing, and/or citizen participation;
OR
B. Associate’s degree from an accredited college or university (any major) and four (4) years of full-time experience in special events coordination, event planning, community or group organizing, and/or citizen participation;
OR
C. High school diploma, GED, or equivalency diploma plus at least sixty (60) college credit hours from an accredited college or university and four (4) years of full-time experience in citizen participation and organizing;
OR
D. An equivalent combination of the foregoing education and experience as outlined in (A), (B), and (C).
Note: Verifiable part-time or volunteer experience will be prorated to meet full-time experience requirements. Proof of education must be presented at the time of appointment.
