Distinguishing Features of the Class
The incumbent discharges the duties and responsibilities of the Commissioner of Community Services during his/her absence.
Typical Work Activities
Acts for and in place of the Commissioner during his/or her absence;
Acts as the liaison between the Commissioner and Division Heads as well as other city departments and agencies;
Monitors programs and personnel assignments to ensure appropriate coordination, execution and administration;
Confers with and advises Division Heads on problems and issues relating to the activities of their Division;
Confers with staff in making determinations in the areas of staffing, including placement, selection, disciplinary, grievances, attendance, reduction in force and related personnel issues;
Makes recommendations on changes in the Department’s policies and procedures;
Assists in the preparation of the Department’s Budget;
Reviews expenditures, etc. and approves requests for reallocation of funds when necessary;
Performs duties and exercises power as directed by the Commissioner.
Full Performance Knowledge, Skills, Abilities and Personal Characteristics
- Good knowledge of government structure for the City of Buffalo;
- Comprehensive knowledge of the administration of the department;
- Comprehensive knowledge of the principles and practices of planning and executing the personnel function in a government agency;
- Administrative supervision;
- Ability to understand and interpret technical written material;
- Ability to organize and analyze information gathered for the purpose of explaining and supporting decisions and recommendations;
- Ability to effectively communicate both orally and in writing;
- Tact; courtesy; good professional judgment;
- Physical condition commensurate with the duties of the position.
Preferred Minimum Qualifications
Bachelor’s Degree from an accredited college or university (any major) and demonstrated administrative ability with five years of full-time experience in government service or human or community services;
OR
An equivalent combination of training, education and experience to sufficiently indicate ability to perform the duties of the department.
Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of appointment.
