Distinguishing Features

  • Acts in place of the Commissioner of Public Works, Parks, and Streets.

  • Relieves the Commissioner of administrative and personnel matters.

  • Serves as a liaison with all divisions: Administrative, Buildings, Engineering, Parks and Recreation, Streets, Telecommunications, Water.

  • Advises and participates in divisional activities; approves departmental proposals and actions.

Typical Work Activities

  • Confers with and advises division heads on operational and personnel issues.

  • Participates in staffing decisions: placement, selection, discipline, grievances, attendance, reductions in force.

  • Conducts studies and prepares reports for short- and long-term departmental planning.

  • Recommends changes to departmental policies and procedures.

  • Researches applicable codes, laws, rules, and regulations; assesses impact and recommends remediation if needed.

  • Oversees department budget, reviews expenditures, and approves reallocation requests.

  • Performs duties and exercises authority as directed by the Commissioner.

Preferred Minimum Qualifications

  • Must meet the same qualifications as the Commissioner of Public Works, Parks & Streets, as defined in the City of Buffalo Charter.
