The Commissioner of Police is the head of the Buffalo Police Department, responsible for governing, supervising, and disciplining the department, including all members, subordinates, and employees.

Appointment and Removal

  • Appointed by the Mayor, subject to Council confirmation.

  • Removable at the Mayor’s pleasure.

  • If removed without cause and the Commissioner was a member of the department at appointment, they may be restored to their previous rank and duty.

  • In the event of death or vacancy, the Mayor may appoint a temporary Commissioner for up to 180 days without Council confirmation.

Qualifications

  • Bachelor’s degree from an accredited college or university and at least five years of law enforcement experience; or

  • An equivalent combination of training and experience demonstrating ability to perform the duties.

Duties and Powers

  • Govern and discipline the police department and all personnel.

  • Establish and enforce rules, regulations, and orders consistent with the law.

  • Maintain existing rules until changed.
