Distinguishing Features
The Commissioner of Police is the head of the Buffalo Police Department, responsible for governing, supervising, and disciplining the department, including all members, subordinates, and employees.
Appointment and Removal
Appointed by the Mayor, subject to Council confirmation.
Removable at the Mayor’s pleasure.
If removed without cause and the Commissioner was a member of the department at appointment, they may be restored to their previous rank and duty.
In the event of death or vacancy, the Mayor may appoint a temporary Commissioner for up to 180 days without Council confirmation.
Qualifications
Bachelor’s degree from an accredited college or university and at least five years of law enforcement experience; or
An equivalent combination of training and experience demonstrating ability to perform the duties.
Duties and Powers
Govern and discipline the police department and all personnel.
Establish and enforce rules, regulations, and orders consistent with the law.
Maintain existing rules until changed.
