DISTINGUISHING FEATURES OF THE CLASS

The Director will manage the use of the City video production facilities and Public, Educational and Government Access Television Programs. He/she will make editorial decisions using their sole discretion to design and implement programming. The Director has overall management responsibility for the Apollo Media Center and its personnel, and performs other duties of the position that are assigned by the Commissioner.  The incumbent’s schedule may vary depending on video production needs.


TYPICAL WORK ACTIVITIES

  • Monitors operation of public, educational and government cable television access facilities both in City Hall and the Apollo Media Center;
  • Directs the City’s video productions, including supervision and training of staff and working closely with technicians and independent producers of public service television;
  • Serves as the main point of contact for the Office of the Mayor, Common Council and City of Buffalo for cable television access, production and video streaming;
  • Keeps the City government apprised of national and local developments in cable and video production matters;
  • Oversees the troubleshooting of video equipment issues and prepares required forms/reports for repair and acquisition of video equipment;
  • Coordinate and oversee development of the government access channel and the implementation of multimedia institutional network for the City of Buffalo;
  • Recommend studies, surveys or other actions to keep abreast of and ensure compliance by the city’s licensed cable company with the franchise agreement and fostering development of advanced able and video technology in the City of Buffalo;
  • Provide assistance and prepare such reports or video replication as may be requested by the
  • Commissioner or by Common Council, Comptroller, or Mayor through the Commissioner;
  • Investigates and responds to consumer complaints concerning the operation of the public access operations;
  • Performs related duties as required.


FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Knowledge of technology related to cable television, broadcasting, and video production;
  • Knowledge of federal, state and local regulatory requirements for cable providers;
  • Knowledge of consumer rights related to cable television;
  • Knowledge of principles and practices of personnel management;
  • Ability to operate a personal computer in the use of application programs;
  • Ability to understand and interpret the principles of video production;
  • Ability to prepare accurate reports;
  • Ability to communicate effectively both orally and in writing;’
  • Ability to establish effective working relationships with others;
  • Ability to maintain a high level of confidentiality;

PREFERRED MINIMUM QUALIFICATIONS


  1. Bachelor’s Degree (any major) from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, and two years of full-time experience in the review, evaluation or monitoring of broadcasting or cable communication regulations;

OR

  1. Associate’s Degree (any major) from a college or business institute accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S Secretary of Education, and four years of full-time experience in the review,  evaluation, or monitoring of broadcasting or cable communication regulations;

OR

  1. Graduation from High School, GED or Equivalency Diploma and six years of full-time experience in the review, evaluation or monitoring of broadcasting or cable communication regulations;

OR

  1. An equivalent combination within the limits of A, B and C.


NOTE:  Verifiable part-time experience will be pro-rated to meet full-time experience requirements.

  Proof of education must be presented at time of appointment.

$92,365
