DISTINGUSING FEATURES OF THE CLASS

Under the direct supervision of the Environmental Operations Manager within the Department of Permit and Inspection Services, the Environmental Safety Assessor serves as the primary liaison with the community for purposes of investigating and addressing concerns involving lead exposure and environmental contamination, and serves as the primary means of interface with construction contractors regarding assessment of renovation, repair and painting (“RRP”) projects and regarding compliance with permit requirements and applicable laws.  In order to perform these tasks, the incumbent in this position will need to communicate with other City departments and outside agencies involved with environmental concerns through the use of reports generated from data he/she collects and analyzes.  The Environmental Operations Manager does not exercise supervision over any other position within the Department of Permit and Inspection Services.

TYPICAL WORK ACTIVITIES

  • Meets with community groups to address concerns involving environmental lead exposure;
  • Assesses construction sites and activities for compliance with permit and license requirements, compliance with established renovation, repair, and painting practices, and compliance with environmental laws;
  • Maintains relationships and open communication with City departments and outside county, state, and federal agencies involved with environmental and construction concerns;
  • Monitors requests and complaints pertaining to lead contamination and exposure, and investigates the same;
  • In response to community requests, monitors properties within the City’s corporate limits in need of RRP and investigates compliance with established RRP practice standards;
  • Collects and prepares data for purposes of generating reports to supervisors and various departments concerning the findings related to his/her duties;
  • Performs lead testing and collects documentation for purposes of establishing whether housing units are within the safety parameters for lead levels;
  • Drives to and from sites as needed;
  • Performs other related duties as required.


FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

  • Thorough knowledge of established RRP practice standards;
  • Thorough knowledge of City Departments and their involvement in construction, repair, and renewal of properties in the City;
  • Through knowledge of county, state, federal, and private agencies involved with environmental concerns related to construction, renewal, and repair of properties within the City’s corporate limits;
  • General knowledge of construction contract principles, especially as related to contracting language which involves compliance with environmental safety standards;
  • General knowledge of New York’s State Environmental Quality Review Act;
  • Skill in using Microsoft Office Suite for purposes of generating reports in various computerized and paper formats;
  • Skill in verbal and written communication, including correct grammar and punctuation;
  • Ability to multitask and organize multiple construction and repair projects, and multiple investigations, requests, and complaints;
  • Ability to sensitively deal with community concerns;
  • Physical conditions commensurate with demands of position.


PREFERRED MINIMUM QUALIFCIATIONS


  1. Bachelor’s degree, or higher, or at least one hundred twenty (120) credit hours, from a college or university, accredited by a regional, national or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education in the field of construction technology, education, public health, or a closely related field, AND four (4) years of full time experience in a trade at a skilled trade level, as deemed acceptable to the Commissioner of Human Resources AND two (2) years of experience in community outreach and engagement which involved addressing customer/constituent concerns, as deemed acceptable to the Commissioner of Human Resources;

OR

  1. Associates degree, or at least sixty (60) credit hours, from a college or university accredited by a regional, national or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education in the field of construction technology, education, public health, or a closely related field, AND five (5) years of full time experience in a trade at a skilled trade level, as deemed acceptable to the Commissioner of Human Resources AND three (3) years of experience in community outreach and engagement which involved addressing customer/constituent concerns, as deemed acceptable to the Commissioner of Human Resources;

OR

  1. Graduation from High School, GED or Equivalency Diploma and ten (10) years of full time combined experience in: construction technology, education, public health, or a closely related field, and a trade at a skilled trade level, community outreach and engagement which involved addressing customer/constituent concerns, as deemed acceptable to the Commissioner of Human Resources;

OR

  1. An equivalent combination as defined within the above limits of A, B, C, and D.


SPECIAL REQUIREMENTS

Applicants must have the following, obtained at their own expense: 

  1. Valid New York State Driver’s License of a non-specified class at time of appointment and maintained during       employment;

  2. Basic Code Enforcement Training Certificate within eighteen (18) months of appointment;

  3. Lead Certification at Abatement Worker level or higher within eighteen (18) months of appointment;
