DISTINGUISHING FEATURES OF THE POSITION
Under the direct supervision of the Commissioner of Parking, the Senior Special Assistant To The Commissioner Of Parking is responsible for assisting the Commissioner with any and all routine and/or confidential tasks required of the Commissioner, including, but not limited to, acting as the primary secretarial employee to the Commissioner in his capacity as Chief Executive Officer of the Board of Parking, which involves, among other things, reviewing and analyzing parking utilization reports, acting as a point of contact and information exchange with vendors involved in capital projects concerning parking facilities, reviewing and analyzing budget and financial reports, drafting requests for proposals and efficiency grants, and attending Parking Board meetings for purposes of fielding questions and taking minutes.
TYPICAL WORK ACTIVITIES
- Reviews and analyzes parking metric reports for purposes of identifying on-street and ramp parking usage, and for purposes of planning motorist guidance to the best parking venue;
- Serves as point of contact for vendors tasked with maintaining parking ramps, especially as related to capital projects;
- Serves as point of contact for vendors tasked with maintaining the Residential Area Parking Program (RAPP) lots, especially as related to capital projects;
- Reviews and analyzes budget requests and monthly financial reports;
- Drafts Requests for Proposals (RFP) for services which the Parking Board deems necessary, and assesses responses for best fit to RFPs;
- Drafts efficiency grant proposals for City utility infrastructure and property improvement;
- Attends Parking Board meetings for purposes of fielding questions, providing guidance, taking minutes, and acting in the primary secretarial capacity for the Commissioner of Parking in his role as Chief Executive Officer of the Board;
- Performs inspections of parking ramps for purposes of assessing obvious repair needs and repair timetables;
- Performs related duties as required in assisting the Commissioner of Parking in carrying out his/her duties.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Working knowledge of Request for Proposal and Grand Writing processes;
Working knowledge of Microsoft Office Suite;
Advanced knowledge of Microsoft Excel;
General knowledge of English grammar;
Skill in typing;
Skill in creating data analysis visual tools;
Skill in handling vendor demands;
Ability to analyze parking utilization metrics for purposes of planning on-street and ramp parking efficiency;
Ability to comprehend and analyze fiscal reports;
Ability to learn the City’s parking infrastructure;
Ability to multitask.
MINIMUM QUALIFICATIONS
Master’s degree or higher in any field from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education;
OR
Graduation from High School, or GED or Equivalency Diploma and a Bachelor’s degree, or higher, or at least one hundred twenty (120) credit hours, from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and any experience in municipal employment, including but not limited to part time, volunteer, or seasonal experience, acceptable to the appointing authority.
Special Requirements
The successful candidate must also possess a valid New York State driver’s license at time of appointment.
