Distinguishing Features of the Class

The head of the Division of Employee Relations is the Director of Employee Relations, who is appointed by and serves at the pleasure of the Corporation Counsel. The Director must have a minimum of five (5) years of experience in the negotiation and administration of collective bargaining and other employee agreements.

A Bachelor’s Degree from an accredited college or university is required, or an equivalent combination of training and experience sufficient to demonstrate the ability to perform the work.

Duties and Powers of Director

The Director of Employee Relations shall:

  • Negotiate and administer collective bargaining agreements with employee organizations.

  • Include provisions in agreements for city-wide performance review programs and merit-based compensation systems.

  • Oversee the processing of all grievances and report on the fiscal impact of such grievances.

  • Conduct disciplinary actions as mandated by the City’s collective bargaining agreements or by Civil Service Law.

  • Perform other duties as delegated by the Corporation Counsel.

  • Maintain direct access to the Mayor in the Director’s capacity as the principal City representative in collective bargaining negotiations.

Qualifications

  • Bachelor’s Degree from an accredited college or university, or an equivalent combination of training and experience.

  • Minimum of five (5) years of experience in negotiating and administering collective bargaining and employee agreements.

  • Strong knowledge of labor relations, collective bargaining, and applicable laws and regulations.

  • Ability to communicate effectively with elected officials, management, employee organizations, and other stakeholders.

  • Strong analytical, organizational, and problem-solving skills.

  • Professional integrity, discretion, and the ability to maintain confidentiality.
