Distinguishing Features of the Class

The Director of Parking Enforcement serves as the head of the Division of Parking Enforcement and is also the Director of the Parking Violations Bureau. The position is a Deputy Commissioner-level role within the Department of Administration and Finance. The Director oversees all parking enforcement operations, fleet operations, and adjudication processes for parking violations, ensuring efficiency, compliance, and revenue collection. Work is performed under the supervision of the Commissioner of Administration and Finance, with broad discretion to implement policies and manage day-to-day operations.

Appointment and Removal

The Director is appointed by the Commissioner and serves at the Commissioner’s discretion.

Qualifications

Candidates must meet one of the following:

  • Bachelor’s degree from an accredited college or university and six years of experience in the organization or management of a business enterprise or government agency, including at least two years in a supervisory capacity.

  • Master’s degree from an accredited college or university and four years of relevant experience, including at least two years in a supervisory capacity.

  • Law degree from an accredited law school and three years of relevant experience, including at least two years in a supervisory capacity.

  • An equivalent combination of education and experience demonstrating the ability to perform the duties of the position.

Duties and Powers

The Director is responsible for the overall management and supervision of the Division of Parking Enforcement, including:

Division Operations:

  • Parking meter operations, including installation, maintenance, removal, and issuance of summonses.

  • Fleet operations, including maintenance, towing, storage, and auction of impounded vehicles.

  • Parking Violations Bureau operations, including:

    • Administrative adjudication of parking violations and fine/penalty collection.

    • Adjudication of violations related to local laws and ordinances, including licensing and control of dogs and street, sidewalk, and sanitation regulations.

Financial Management:

  • Direct, coordinate, and administer the fiscal management of the division, including financial planning, budget control, reporting, contract administration, and remittance of all penalties, fees, and revenues in compliance with local ordinances and state law.

Information Systems:

  • Develop and maintain computerized management information systems to compile, maintain, and retrieve complete and accurate records for towing, storage, and all parking violation charges and dispositions.

Policy and Program Development:

  • Establish and maintain operating policies, standards, and procedures for the division, including staff orientation and training programs.

  • Develop and implement parking enforcement programs consistent with local and state laws, including procedures to identify and process scofflaws.

  • Identify on-street parking problems and develop policy recommendations for the Mayor, Common Council, and Commissioners of Administration and Finance and of Public Works, Parks, and Streets.

  • Cooperate with the Board of Parking to develop comprehensive on-street and off-street parking strategies.

Other Responsibilities:

  • Act as a liaison between the Department of Administration and Finance and other city departments with an interest in parking operations.

  • Perform other duties and exercise powers as conferred by the Commissioner, local ordinances, or state law.
