General Statement of Duties

Supervises, manages, and has responsible charge of the affairs and activities of the Division of Planning; performs related work as required.

Distinguishing Features of the Class

The incumbent serves as an advisor to the Commissioner of Community Development and the Mayor on matters related to city planning. This position also provides advisory and consulting services to the City Planning Board. The Director exercises wide latitude for independent decision-making and judgment, subject only to desired end results. Supervision is exercised over all subordinate officers and employees within the Division.

  • Supervises, manages, and oversees the affairs and activities of the Division of Planning.

  • Advises the Commissioner of Community Development and the Mayor on city planning matters.

  • Provides, upon written request, information and reports concerning city planning to the Commissioner, Mayor, and Common Council.

  • Acts as an advisor and consultant to the City Planning Board.

  • Prepares and furnishes reports, studies, plans, surveys, and other data to assist the City Planning Board in fulfilling its duties.

  • Exercises powers and performs duties as may be conferred or required by ordinance, statute, or federal law.

  • Directs and oversees the Division’s research and clerical staff.

  • Defines project scope, objectives, and desired outcomes for the research staff and provides technical guidance during studies and surveys.

  • Reviews, compiles, and finalizes project reports for submission to the Commissioner and Mayor.

  • Conducts special investigations for the Commissioner, which may include personal data collection.

  • Represents the Division by conferring with and giving presentations to public officials, agencies, civic organizations, and community groups.

Required Knowledge, Skills, and Abilities

  • Comprehensive knowledge of the principles, purposes, and techniques of city planning and survey methods.

  • Strong understanding of statistics and their application.

  • Skill in planning, organizing, and supervising the work of subordinates.

  • Ability to design, manage, and analyze planning projects from concept to completion.

  • Ability to synthesize data into coherent and informative reports.

  • Ability to develop research programs based on general requests.

  • Strong written and verbal communication skills, with the ability to clearly convey professional concepts.

  • Ability to establish and maintain cooperative relationships with colleagues, officials, and the public.

  • Good judgment, initiative, and tact.

  • Physical condition commensurate with the demands of the position.

Acceptable Training and Experience

Graduation from a recognized college or university with a bachelor’s degree and five (5) years of satisfactory paid experience in city planning;

or

An equivalent combination of training and experience sufficient to demonstrate the ability to perform the duties of the position.
