DISTINGUISHING FEATURES OF THE CLASS

The incumbent shall coordinate and administer the City’s senior citizen programs to effectuate the purpose of the department and shall develop and administer policies and procedures as deemed acceptable.


TYPICAL WORK ACTIVITIES

Assures the Division's compliance with all relevant government and regulatory funding body requirements, including timely completion of all required service, administrative and fiscal reports;

Establishes and maintains effective working relationships and is accessible to Division staff;

Conducts regular meetings with all senior level staff;

Conducts full monthly staff meetings to update all personnel on new changes

Assures assessment of staff training needs and implementation of staff training; ensures that proper staff and volunteer training is conducted;

Monitors the implementation of staffing patterns to determine utilization/efficiency;

Maintains liaison with City of Buffalo Civil Service Administration to assess recruitment problems or suggestions relative to staff positions;

Ensures that all Civil Service and Union requirements are met for hiring;

Conducts all interviews of potential staff candidates;

Conducts and reviews performance evaluations of all staff;

Signs and approves payroll and authorizes all expenditures;

Authorizes all time off requests and oversees adequate coverage for all units and sites;

Directs annual and long term program and budget planning and assures consistency with stated priorities of the City of Buffalo

Conducts physical plant site inspections to ensure that all NYS Health Department guidelines are met;

Maintains and coordinates cooperative linkage agreements with other service providers in Erie County;

Initiates grant research and development for potential funding sources at the local County, State and Federal levels.

Coordinates and administers programs and activities of a social, educational and recreational nature for persons 60 years of age and over;

Supervises the staff in implementing programs and projects with the purpose of improving the status and condition of senior citizens;

Provides direct and indirect services to senior citizens/their delegates to identify agencies/individuals in support of programs and services for senior citizens, i.e., social services, food stamps, Meals on Wheels, Home Health Care etc;

Develop strategic partnerships and alliances with community leaders, organizations and agencies in creating an environment for senior citizens that will provide them personal stability and security;

Attends meetings to outline services provided to senior citizens; speaks to groups concerning the problems and needs of senior citizens;

Performs related duties as deemed necessary by the Commissioner of Community Services.


FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of programs related to senior citizens in such areas as recreation, mental and physical functioning, health care, nutrition, housing;

Thorough knowledge of city administration in relation to the department;

Thorough knowledge of budget planning and administration and grant funding;

Familiarity with NYS Health Department guidelines for the aged;

Administrative supervision;

Ability to plan, supervise and train staff;

Ability to develop and maintain good working relationships with staff, clients, city, county and state agencies;

Integrity; tact; initiative; resourcefulness;

Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS

Bachelor’s or Associate’s Degree from an accredited college or university in Gerontology or a closely related field;

OR

Five years of full-time experience in areas directly related to service programs for senior citizens.


Note:  Verifiable part-time or volunteer experience will be pro-rated to meet full-time experience requirements.
