DISTINGUISHING FEATURES OF THE CLASS
Under direct supervision of the Commissioner, the Director is responsible for the management of all affairs of the Division of Street Sanitation. The incumbent is charged with the removal and disposal of solid waste, the regulation and control of all solid waste collection and the enforcement of applicable state laws and ordinances relating to same. S/he is also responsible for the management and control of the animal shelter and the disposal of pests including the performance of all duties required for the proper seizure and impounding of animals and for the destruction or sale thereof. The Director is charged with the power and duty of governing and disciplining the division all subordinates and employees thereof and to the end may, from time to time, make and enforce orders, rules and regulations for that purpose.
TYPICAL WORK ACTIVITIES
- Develops and implements policies and procedures for the Division of Street Sanitation;
- Develops and implements a solid waste management program;
- Schedules solid waste pick-up for the entire City;
- Directs supervisory personnel in the day-to-day operation of the division;
- Supervises the administrative responsibilities of the division, including payroll, purchasing and adherence to the budget;
- Supervises the animal shelter operations including the seizure and impounding of animals and for the destruction or sale thereof;
- Supervises the elimination of rats and pigeons, the removal and disposal of dead animals and carcasses from streets and public places, etc,;
- Responds to citizen’s complaints and assures timely response;
- Performs duties as required by the Commissioner.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
- Thorough knowledge of solid waste collection, removal and disposal;
- Thorough knowledge of the practices, procedures and equipment used in street cleaning;
- Good knowledge of the practices, procedures and equipment used in the removal and disposal of pests and other animals;
- Ability to direct and discipline a workforce;
- Ability to understand and interpret written material;
- Ability to effectively communicate both orally and in writing;
- Ability to develop and maintain good working relationships with employees, supervisors, the public, businesses, etc.;
- Ability to work flexible hours and in inclement weather;
- Resourcefulness; tact; integrity;
- Physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
Graduation from High School, GED or Equivalency Diploma and five years of full-time experience in public service administration or business administration, that includes the direction and control of subordinate employees.
Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. (Proof of education must be presented at time of appointment.)
