Distinguishing Features of the Class

The Director of the Treasury and Collections oversees the Division of the Treasury and Collections and serves as a deputy to the Commissioner of Administration and Finance, with the authority to act on the Commissioner’s behalf. This position is responsible for managing the custody, receipt, deposit, and disbursement of all city funds and for ensuring the effective collection of revenues owed to the city.

Appointment, Removal, and Qualifications

• The Director is appointed by the Commissioner and may be removed at the Commissioner’s discretion.

• Must hold a degree from an accredited college or university.

• Requires at least three years of experience in banking administration or accounting management, including oversight of cash or cash-equivalent transactions.

Duties and Powers

• Has immediate charge of the Division of the Treasury and Collections.

• Oversees the custody, receipt, deposit, and disbursement of all city moneys, including revenues, water rents and fees, license fees, fines, state funds, and taxes and assessments.

• Deposits funds daily into city depositories designated by the Comptroller.

• Manages bond-related reserve funds and ensures proper disbursement for principal and interest payments.

• Disburses city funds only upon warrants or checks prepared and signed by the Commissioner or designee.

• Maintains full, accurate, and separate accounts of all funds and renders daily statements to the Comptroller.

• Receives reports from all city officers, departments, boards, and agencies on moneys due and unliquidated claims.

• Supervises and manages the collection of all billed but unpaid city moneys.

• Works with billing departments and the Department of Law to enforce collections, including initiating court proceedings if necessary.

• Advises departments on billing practices and recommends fees, charges, and penalties to the Council.

• Ensures accurate accounting for all moneys collected.
