Distinguishing Features of the Class

The Fleet Manager oversees the City’s entire inventory of vehicles and equipment, serving as the primary contact for all fleet maintenance and operational matters. The incumbent is responsible for planning, directing, coordinating, and managing programs related to the acquisition, assignment, utilization, maintenance, repair, replacement, and disposal of fleet assets. This position also ensures the safety, efficiency, and reliability of all fleet operations.

Work is performed with considerable independence and latitude for judgment, requiring creativity in maintaining effective and efficient operations—often under challenging conditions. The role demands a results-driven leader capable of meeting or exceeding established performance goals.

Typical Work Activities

  • Provides strategic direction for the safety and performance of all City fleet operations.

  • Ensures safe, reliable, and properly maintained vehicles are available to meet operational requirements.

  • Develops and implements strategies to right-size, modernize, and optimize the City’s fleet.

  • Inspects and monitors preventive maintenance programs for all City-owned vehicles and equipment.

  • Assists in developing and implementing strategies for vehicle procurement, maintenance, repair, and fueling.

  • Oversees the effective utilization of vehicle assets and resources.

  • Ensures maintenance shops are adequately staffed and mechanics receive proper training.

  • Prepares and analyzes reports to identify trends, anticipate issues, and improve performance.

  • Tracks operating costs to ensure fiscal efficiency.

  • Enforces and promotes adherence to City safety standards and applicable regulations.

  • Assists in the preparation of the annual fleet operations budget.

  • Delegates responsibilities and ensures timely completion of assigned tasks.

Safety Responsibilities

  • Leads and communicates safety goals and objectives clearly across fleet operations.

  • Establishes and maintains a clean, safe, and compliant work environment in accordance with OSHA and City standards.

  • Monitors and reduces OSHA recordable injuries, Total Recordable Injury Rate (TRIR), DOT violations, and other incidents.

  • Ensures all employees adhere to safety policies, protocols, and regulations.

Full Performance Knowledge, Skills, Abilities, and Personal Characteristics

  • Thorough knowledge of DOT and OSHA rules and regulations governing fleet operations and maintenance.

  • Strong understanding of fleet management practices, techniques, and tools.

  • Ability to diagnose mechanical and technical issues and set maintenance priorities.

  • Skill in building and maintaining strong relationships with internal departments, external partners, and vendors.

  • Ability to interpret and prepare specifications, reports, and mechanical drawings.

  • Proven ability to plan, organize, and supervise the work of others effectively.

  • Strong verbal and written communication skills.

  • Ability to perform duties in accordance with the physical demands of the position.

Minimum Qualifications

Open Competitive

(A) Associate degree from an accredited college or university, and five (5) years of full-time relevant experience in fleet operations, including two (2) years in a supervisory capacity;

OR

(B) High school diploma, GED, or equivalent, and seven (7) years of full-time relevant experience in fleet operations, including four (4) years in a supervisory capacity;

OR

(C) An equivalent combination of training and experience as defined by (A) and (B) above.

Special Requirement:

Possession of a valid New York State Driver’s License at time of appointment and throughout employment.

Note: Verifiable part-time experience will be pro-rated to meet full-time experience requirements. Proof of education must be presented at time of appointment.
