Reviews existing policies of city departments for the purpose of identifying the need for developing new policies, amending existing policies, and improving methods of inter-/intra- department communication. Coordinates with appropriate personnel responsible for drafting and implementing policy. Provides support to departmental personnel in the policy development process as required. The incumbent reports directly to assigned staff in the Executive Department. The incumbent does not exercise supervision
TYPICAL WORK ACTIVITIES:
Coordinates and assists department personnel in the development and preparation of departmental and interdepartmental policies;
Researches municipalities, governments, and the private sector for policies, procedures, and practices that may be incorporated into policy and operations;
Facilitates communication with and between City departments/agencies to identify core services and ascertain on matters prohibiting efficient and effective delivery of City services;
Takes meetings on behalf of the Executive Department on matters related to City services and policy/legislative matters;
Reports findings of research and analysis to appropriate Executive Department staff;
May facilitate and communicate with other governmental entities in the performance of the work.
Performs special projects for related areas of work as required;
Performs related duties as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of the principles and practices of city administration;
Good knowledge of the geographic, social and economic structure of the city;
Good knowledge of the procedures, practices, and techniques associated with municipal government policy:
Working knowledge of research methods and techniques;
Ability to understand and interpret written material;
Ability to prepare clear and concise written materials, reports and program documentation;
Integrity; tact; initiative; resourcefulness;
Physical condition commensurate with the duties of the position.
Minimum Qualifications
Master’s degree from a college or university accredited by a regional, national or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and two (2) years of experience in public policy, public administration, or the public sector;
OR
Bachelor’s degree from a college or university accredited by a regional, national or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education and four (4) years of experience in public policy, public administration, or the public sector.
