Distinguishing Features of the Class
The Senior Special Assistant supports the Commissioner by conducting research, preparing reports, and managing administrative and confidential matters as assigned. The incumbent advises and updates the Commissioner on a range of issues, assists with implementing departmental priorities, and carries out special projects requiring discretion and sound judgment.
This position requires strong analytical and organizational skills, the ability to identify and solve problems independently, and flexibility to work on a variable schedule. Work is primarily project-oriented with defined outcomes and deadlines. The position reports directly to the Commissioner and does not involve supervisory responsibilities.
Typical Work Activities
Serves in a confidential capacity, performing duties as directed by the Commissioner.
Reviews the performance of City departments on behalf of the Mayor and Commissioner.
Prepares materials, presentations, and confidential recommendations regarding departmental activities.
Assists in developing strategies for implementing state and federal funding initiatives.
Drafts legislation, reports, and other required documentation.
Conducts detailed analyses of complex projects and strategies.
Researches, compiles, and analyzes data and information as directed.
Participates in studies and prepares statistical or analytical reports as required.
Reviews and evaluates local, state, and federal legislation relevant to departmental operations; prepares summaries, analyses, and policy recommendations.
Prepares data and materials for presentation to oversight bodies such as the Buffalo Fiscal Stability Authority and other agencies.
Reviews documents for completeness, accuracy, and compliance.
Performs a variety of administrative and project-based tasks to assist the Commissioner in carrying out official duties.

Minimum Qualifications
Master’s or Bachelor’s degree from an accredited college or university (any major) and two (2) years of full-time experience in research and development.
